The Texas Department of Transportation (TxDOT), along with the Federal Railroad Administration (FRA), is preparing this environmental impact statement (EIS) to evaluate intercity passenger rail service alternatives for the Texas-Oklahoma Passenger Rail Program (Program), extending from Oklahoma City1 to the Texas-Mexico border. Preparation of this service-level EIS is one of two primary objectives of the Texas-Oklahoma Passenger Rail Study (Study). In addition to this EIS, the Study includes preparation of a service development plan for the corridor to guide further development and capital investment in passenger rail improvements identified in the EIS Record of Decision. The Oklahoma Department of Transportation (ODOT) is a partnering state agency for the Study and the EIS.
