This report describes the compliance testing of light-emitting diode fixtures used as locomotive headlights and auxiliary lights. The purpose of Phase III testing was to study the ability of observers to identify inconspicuous visual targets along the track, the pattern formed by the locomotive lights, and the flashing light emitted from an end-of-train device. Observations were made from inside the locomotive cabin as well as on the track wayside and the tests conducted quantified the distance at which observers were able to identify the various visual targets presented.
