Northeast Corridor Intercity and Commuter Rail Service Coordination Study
On Oct 5, 1978, congress required, in the form of a provision in the Amtrak Improvement Act of 1978, that the Secretary of Transportation submit "a report on the conflict between the needs of the commuter rail passenger service and the needs of the intercity rail passenger service in the Northeast Corridor, and on the allocation of access rights to key Northeast Corridor terminals, especially Pennsylvania Station in New York, New York."
