NOTICE 

Pursuant to Title 49 of the Code of Federal Regulations (CFR) § 211.45, Federal Railroad Administration Administrator Ronald L. Batory has determined that the imminent threat of Tropical Storm Barry, which could produce storm surge, heavy rains, and tropical storm-force or hurricane-force winds, constitutes an “emergency event” as related to railroad operations. In making this determination, the Administrator notes that potential power outages and localized flash flooding conditions are predicted to occur in the North-Central Gulf Coastal region of the United States. Also, the National Weather Service has issued advisories in the northern Gulf of Mexico, noting the storm could result in up to 15 inches of rain in southern Louisiana. This event is expected to produce significant flooding at the coast and freshwater flooding as the storm moves inland. Tropical Storm Barry is forecasted to make landfall on Saturday, July 13, 2019. The governor of Louisiana has declared a state of emergency in anticipation of the storm’s landfall. Therefore, the Administrator has activated the Emergency Relief Docket (FRA-2019-0001) for Tropical Storm Barry as of July 11, 2019, and the emergency relief provisions of 49 CFR § 211.45 are in effect.
