Aberdeen Carolina and Western Railway Congestion Mitigation Project

Aberdeen Carolina and Western Railway (ACWR) is proposing to use Federal Railroad Administration (FRA) Consolidated Rail Infrastructure and Safety Improvements (CRISI) Program funding and Railroad Rehabilitation and Improvement Funding (RRIF) to administer a congestion mitigation project (the Proposed Action). The Proposed Action includes the construction of five new facilities:

  • three storage and passing sidings,
  • two storage and switching yards, and
  • one warehouse.  

The purpose of the Proposed Action is to address congestion issues on the existing railroad. All construction activities would take place within the existing ACWR railroad right-of-way (ROW) or on land owned by an ACWR.

Project Deliverables

FRA prepared the Environmental Assessment (EA) and Finding of No Significant Impact (FONSI) in accordance with NEPA 42 U.S.C. § 4321 et seq.; Section 106 of the National Historic Preservation Act of 1966, as amended; Executive Order 12898: Federal Actions to Address Environmental Justice in Minority Populations and Low-Income Populations; and other applicable Federal statutes, rules, and regulations.
