California High-Speed Rail System

Program Environmental Impact Statement

The California High-Speed Rail Authority (Authority) proposes a train system capable of operating at speeds in excess of 200 miles per hour on a fully grade-separated track serving the major metropolitan centers of California.  The system would extend from Sacramento and the San Francisco Bay Area, through the Central Valley, to Los Angeles and San Diego.  The Authority is both the project sponsor and the lead agency for purposes of the California Environmental Quality Act (CEQA) requirements. The FRA is the lead federal agency for National Environmental Policy Act (NEPA) environmental review requirements.

A combined CEQA/NEPA Program Environmental Impact Report / Environmental Impact Statement (EIR/EIS) has been prepared for the California High-Speed Rail System (HSR).  The Draft Program EIR/EIS was released in January 2004 for a 180-day comment period, which closed August 31, 2004.  The Final Program EIR/EIS was made available in September, 2005.  The Authority certified the Program EIR/EIS under CEQA on November 2, 2005.  The FRA issued a record of decision in November 18, 2005.
