Montgomery Intermodal Container Transfer Facility Project

The Alabama State Port Authority (ASPA) proposes to construct an Intermodal Container Transfer Facility (ICTF) on an approximately 272-acre property owned by the ASPA in Montgomery, Alabama (Project). ASPA is the Project proponent. The purpose of the Project is to reduce congestion at the Port of Mobile (Port) and provide an alternate shipping option for existing Port customers in central Alabama. The facility will consist of two 3,500 linear feet process rail tracks, one 3,500 linear feet support rail track, a maintenance building, and an administration building. Container stacking areas will be provided adjacent to the process tracks. Rubber-tired gantry cranes will be employed to load and unload trains and trucks at the facility. Ten 10,000 linear feet of lead track will also be constructed parallel to the existing CSXT main line to provide rail access into the ICTF. Truck access into the facility will be provided through intersection improvements within the Alabama Department of Transportation (ALDOT) right of way (ROW) at U.S. Highway 31 (US 31) and Green Leaf Drive. Once operational, the Montgomery ICTF is anticipated to be open from 6:00 a.m. to 6:00 p.m. CST Monday through Friday. 

Environmental Assessment

In July 2024, FRA published an Environmental Assessment (EA), assessing and disclosing environmental impacts of the Project in accordance with the National Environmental Policy Act of 1969 (40 Code of Federal Regulations [CFR] 1500–1508, 23 CFR part 771) and other applicable environmental laws. Concurrently with the EA, FRA made available the Section 106 Memorandum of Agreement (MOA) detailing measures to mitigate the loss of a significant archaeological site. FRA accepted public comments on the EA and Section 106 MOA until August 30, 2024. No public comments were received. On October 8, 2024, FRA signed a Finding of No Significant Impact (FONSI). The FONSI concludes the EA process and includes measures to minimize the impacts of Project implementation. The executed Section 106 Memorandum of Agreement is included as an appendix to the FONSI.
