This regulation addresses passenger train emergencies of various kinds, including security situations, and sets minimum Federal safety standards for the preparation, adoption, and implementation of a Passenger Train Emergency Preparedness plan by railroads connected with the operation of passenger trains. This includes all intercity, short haul, and commuter railroads and associated freight railroads that host passenger trains.
