The following tools and applications are available from the Federal Railroad Administration, Office of Railroad Safety:

  • Grade Crossing Accident Prediction System (GXAPS) GXAPS is an analytical computer model that provides information to assist governmental agencies and railroads in determining where highway-rail grade crossing resources can best be directed. GXAPS generates reports listing public highway-rail intersections for a state, county, city or railroad ranked by predicted collisions per year.
  • Grade Crossing Inventory System (GCIS) – GCIS is a system used by railroads and state DOTs to provide characteristics and other information for highway-rail crossings on Form 71. Please note only railroads and state DOTs can access this system.
  • Activation Failure/False Proceed (AF/FP) Reports – Railroads are required to report to the Federal Railroad Administration whenever a signal system fails in a manner which results in a more favorable aspect than intended being displayed by a signal, or other condition hazardous to the movement of a train. These are occurrences referred to as a “False Proceed Signal Failure.” In 1995, regulations went into effect requiring railroads to also report to the FRA whenever a highway-rail grade crossing warning system failed in a manner which results in little or no warning being provided to the public of an approaching train, or of one occupying a crossing. These are occurrences referred to as an “Activation Failure.” This tool contains railroad-reported activation failure and false proceed information.
