The Federal Railroad Administration (FRA) intends to award a Single Source Firm Fixed Price Purchase Order to AASHTO the sole sponsor of the 2022 AASHTO Council on Rail Transportation nationwide event. This event addresses the aforementioned opportunities and venue for FRA experts to both present to the industry, as well as evaluate industry trends/needs.

The 2022 AASHTO Council on Rail Transportation Annual Meeting (held in Kansas City, MO) is an opportunity to discuss industry trends and challenges, provide technical assistance to grantees, and build relationships with FRA’s stakeholders. Additionally, this meeting allows FRA to conduct critical stakeholder outreach. FRA has been lauded by oversight agencies for its outreach activities, many of which have occurred at the Rail Council. FRA participation will include presentations, informal technical assistance to states and professional development opportunities.

The proposed contract action, for which the Government intends to solicit to a Single Source, is under the authority of FAR 13.106-1(b), Soliciting from a single source. (1) For purchases not exceeding the simplified acquisition threshold. (i) Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available.

This notice of intent is not a request for competitive proposals; however, interested parties may identify their interest and capability to respond to the requirement. The Federal Railroad Administration (FRA) intends to award a Single Source Firm Fixed Price contract to Intek Freight & Logistics for Intermodal Spot Rate Data Subscription to support research and development for intermodal pricing data from origin to destination that includes a Class I railroad movement. Intek does business with Class I railroads who normally do not publicly release spot rate and pricing data.  Intek data is unique in that: it is wide ranging, contains a regionally diverse range of transit lanes, is extremely granular, it maintains the privacy of the railroads involved and it also is updated live & on a weekly basis – which is essential to our purposes for seeking out and analyzing this data, to get a real time pulse on supply chain on-goings.

Door-to-door spot rate data for intermodal transportation by rail. The ongoing supply chain crisis and disruptions in the US goods movement chain has shown weaknesses in the US freight transportation system. International demand shocks have caused a surge in intermodal container traffic at US ports and thus are clogging up US freight supply lines. The FRA requires intermodal spot rate data to analyze shifts in pricing and demand as intermodal goods move throughout the rail system. This information needs to be updated weekly, be disaggregated and cover a diverse geographic region.

NOTICE OF INTENT TO AWARD A SINGLE SOURCE CONTRACT 

The Federal Railroad Administration (FRA) intends to award a Single Source Firm Fixed Price contract to Michigan State University, Broad College of Business for 2022 Railway Management Certificate Program. The program was developed by MSU Railway Management Program staff, evaluated and improved with Class I and Class II railroad education and training directors, as well as AAR, ASL&RRA, and FRA decision makers, and other railroad industry leaders. Subject matter experts for the program include distinguished railroad and transportation industry leaders and experienced MSU faculty. Michigan State University’s (MSU) Railway Management Certificate Program was established in 2007 and is the only North American program that includes approved FRA railway materials and provides complex in depth railway systems from both a conceptual and practical viewpoint.

NOTICE OF INTENT TO AWARD A SOLE SOURCE

Pursuant to 13.106-1(b), the Federal Railroad Administration hereby submits a notice of intent to award a sole source firm fixed price purchase order to d-Fuzion, Inc. for seven (7) rMetrix-A units and one (1) rMetrix untit, which allows the autonomous units to be placed on the floor of a locomotive by an inspector in one location and picked up by a second inspector.  While in operation, the unit transmits data in real time to the rMetrix server and doesn’t require the presence of an inspector on the car to monitor its operation. Purchasing these units will help reduce exposure to the COVID-19 virus for FRA track inspectors. The period of performance for this program is June 2020– September 2020.  The total estimated value is not to exceed $135,000.

Pursuant to 13.106-1(b), the Federal Railroad Administration hereby submits a notice of intent to award a sole source firm fixed price purchase order for the Senior Executive Fellows Leadership Program, which addresses leadership in high-pressure emergency situations, particularly when dealing with organizations that may have distinctly different missions, cultures, and operational mandates, to Harvard Business School.  The period of performance for this program is October 20, 2019 – November 15, 2019.  The total estimated value is not to exceed $24,500.

NOTICE OF INTENT TO AWARD A SOLE SOURCE PURCHASE ORDER
Implementation of Online Training Modules to Rail Learning Portal
 

The Federal Railroad Administration (FRA) intends to award a Sole Source, Firm-Fixed Price (FFP) purchase order to Michigan Technological University, 1400 Townsend Drive, Houghton, MI 49931-1295, for the “Implementation of Online Training Modules to Rail Learning Portal.

While it is recognized that there may be other entities capable of developing a system that could support FRA’s objectives to develop and manage online training modules, Michigan Tech (to our knowledge) is the only one that has developed and is operating an eLearning platform geared toward rail. Also, the subject, Rail Learning System (http://rail-learning.mtu.edu/) was supported and developed with FRA funds. The online Learning System is an established platform that uses a learning management system and content developed specifically for the railroad industry, rail academia, and rail-related government agencies. It has been operational and maintained since 2013. There have been over a thousand users registered to use the system. The system already hosts a variety of railway education/training materials.

In addition to the Rail Learning System, Michigan Tech staff has gained additional experience in implementing similar platforms over the last three years with FRA and industry partners. As such, Michigan Tech possesses the required knowledge needed to successfully complete these tasks. Furthermore, they have experience working with FRA to identify the ideal content and delivery methods for an audience with rail interest. In addition to FRA specific materials, Michigan Tech is working to expand the hosting of Railway Engineering Education Symposium (REES) education materials, developed in collaboration with the National University Rail (NURail) Center and the American Railway Engineering and Maintenance of Way Association (AREMA). Michigan Tech has a thorough understanding and access to this specific learning material. Those unique and valuable learning modules will also enhance the FRA learning experience as well as others with an interest in rail. Michigan Tech’s leadership position in both AREMA and NURail makes it an ideal partner to lead the expanded incorporation of REES materials in the online learning system. Development and implementation of rail educational content to expand the existing online rail learning system by Michigan Tech will significantly shorten the delivery of this content and prove cost effective for this effort given the reduced learning curve.

The proposed contract action, for which the Government intends to solicit and negotiate with only one source, is under the authority of FAR 6.302-1 and 41 U.S.C. 253(c)(1).
