Tamela Riggs, Associate Administrator for Administration
As Associate Administrator for Administration, Tamela Riggs leads a staff of 60 professionals who ensure FRA has the tools and resources to accomplish its mission. With oversight for networks and technology, human resources, acquisitions, facilities, real and personal property, and fleet vehicles, the Office of Administration provides support to the entire workforce, two-thirds of whom are outside of DC. The Office develops and implements the agency’s strategic human capital plan, ensuring FRA has the critical skills and expertise needed to achieve its goals. The Office also oversees FRA’s strategic planning for IT and Data Management, acquisitions, employee training and succession planning.
Prior to joining the FRA in January 2014, Ms. Riggs served as Assistant Commissioner for the Office of Customer Accounts and Research in the General Services Administration’s (GSA) Federal Acquisition Service. There, she led the agency’s research, outreach and account management programs. Prior to this position, she served as the Deputy Assistant Commissioner for the Office of Acquisition Management in GSA’s Public Buildings Service (PBS) where she provided policy and guidance on more than $3B of PBS acquisitions. Before this assignment, she served as the acting Deputy Regional Administrator of the National Capital Region, the largest region in GSA with over 26 percent of the PBS real estate assets and telecommunications contracts valued at more than $1 billion. Ms. Riggs received a Bachelor of Business Administration from Marshall University.
