Will Dyer, Chief Financial Officer
Will Dyer has served as the Chief Financial Officer (CFO) of the Federal Railroad Administration (FRA) since June 2020. He advises FRA’s executive leadership on financial matters facing the agency and is responsible for the formulation and execution of FRA’s budget, management of financial systems and operations, and coordination of performance management and audit programs.
Prior to becoming CFO, Will held a number of positions in FRA’s Office of Railroad Policy and Development, supporting the agency’s grant-making, policy, and rail planning functions. Most recently, Will served six years as Division Chief for National Rail Planning, where he and his team were responsible for developing and advancing rail planning initiatives, including technical guidance and methodologies, grant solicitation and evaluation, and policy and legislative proposals, as well as overseeing the planning elements of the agency’s portfolio of grants, loans, and other projects. In 2016-2017, Will also simultaneously acted as FRA’s Budget Director. Before joining FRA in 2011, Will worked in consulting and spent five years working as a legislative aide in the United States Senate, where he focused predominantly on appropriations issues. Will received a Bachelor of Science in Business Administration from the University of Richmond.
