Small Business Utilization in Federal Projects
The Federal Railroad Administration (FRA) encourages all recipients of Federal financial assistance to use small business concerns owned and controlled by socially and economically disadvantaged individuals in their projects. These businesses include small businesses, disadvantaged business enterprise (DBE), veteran-owned and service disabled veteran-owned small businesses.
The FRA does not currently have statutory authority to administer a DBE program like those in place at the Federal Highway Administration, Federal Transit Administration and Federal Aviation Administration. The FRA fully supports the objectives of DBE programs and all FRA’s grantees are required to avoid discrimination in contracting.
