FRA makes the CTIL available to all researchers and rail stakeholders (pending FRA project approval), with staff support provided at the facility. 

There is no fee to use the CTIL. It is open to projects of any funding type: Projects may be federally funded (e.g., FRA), privately funded, or academically-sponsored (e.g., graduate student research). Projects without a funding source, such as certain academic research, are also welcome at the CTIL.
