The CTIL is a national resource for conducting human factors research in the railroad domain that is not exclusive to government use.  In addition to FRA, it is available to various railroad stakeholder organizations, such as:

• Railroad companies
• Railroad trade associations
• Railroad unions
• Railroad suppliers
• Display and control manufacturers
• Other government organizations with rail-related interests 

Academic and industry researchers outside the railroad community may also leverage their expertise in human factors-related areas to study human performance in support of FRA's mission to enable the safe, reliable, and efficient movement of people and goods. The various areas where academic and industry researchers might leverage their expertise in the CTIL include:

• Attention/Distraction
• Memory
• Fatigue
• Communications
• Automation
• Interface Design
• Ergonomics  

All projects must be approved by FRA before being able to use the CTIL facility and receive any support from CTIL staff. However, projects do not have to be FRA-funded. Projects funded by non-FRA sources as well as projects without funding (e.g., academic projects) are welcome.
