FRA Review of Railroad Certification Decisions
The Operating Crew Review Board (OCRB or Board) was established under 49 CFR Parts 240 and 242. The OCRB reviews petitions submitted by current and prospective locomotive engineers and conductors who are challenging a railroad’s decision to deny their certification or recertification, or to revoke their certification. After the Board issues its decision on a matter, further FRA review of the certification decision is available by an Administrative Hearing Officer (AHO) and by the FRA Administrator.
