FRA’s app provides the foundation for hours of service (HOS) interpretations regarding 49 USC Chapter 211–Hours of Service and 49 CFR Part 228–Hours of Service Record-keeping. Because of the amount of guidance that exists to address the complexity of HOS requirements, along with the variety of railroad operations, it is necessary to provide comprehensive guidance and consolidate much of this information into one manual to ensure standardized application and compliance.

This app is intended to be the convenient reference for HOS requirements and illustrate the proper HOS recordkeeping procedures. Because of the variety of railroad operations, some scenarios exist that may not be addressed in this app. If you need clarity on situations not found in this app, contact FRA.

In this app, document citations are abbreviated and placed in parentheses. For example, Federal Register is cited as “FR.” The exact titles for these documents are provided in the References section of this app.

Most of these documents are included as appendices to this app. There is one additional relevant document in the appendices as well.
