Capital Assistance to States – Intercity Passenger Rail Service Program (FY2008)

Overview:  The Capital Assistance to States – Intercity Passenger Rail Service Grant Program provides $30 million in FY 2008 for the cost of capital investments and limited planning activities necessary to support improved intercity passenger rail services. See the FY2008 Notice of Funding Availability for more information. This program increased the states’ role in intercity passenger rail development by establishing the first federal-state partnership for intercity passenger rail investment.

Legislative Authority:  Transportation, Housing and Urban Development, and Related Agencies Appropriations Act, 2008 (Division K of Pub. L. 110-161 (December 26, 2007). 

Amount:  $30 million

Eligible Projects:

  • New projects for the primary benefit of intercity passenger rail service.
  • Up to ten percent ($3,000,000) of the funding available under the program could be used for planning activities that led directly to the development of a passenger rail corridor investment plan.

Eligible Recipients:

  • State Departments of Transportation
