Multimodal-Funded Projects

Multimodal-funded projects are those projects funded by more than one United States Department of Transportation (USDOT) mode. Multimodal-funded projects include joint rail and transit projects funded in part by both the Federal Railroad Administration (FRA) and the Federal Transit Administration (FTA) federal assistance programs. This page provides operating procedures applicable to multimodal-funded projects that were jointly developed by FRA and FTA.

Real Property Acquisition

FRA is committed to ensuring that FRA grant recipients comply with all laws, regulations, and agency guidance related to the acquisition of real property for use on federally supported rail projects. FRA grant recipients must ensure all private property owners are treated fairly, consistently, and equitably throughout the real property acquisition process. 

The FRA-FTA Real Property Oversight Standard Operating Procedure (SOP) is applicable to all multimodal projects funded in part by FRA and FTA. The SOP harmonizes FRA and FTA reviews of Real Property Acquisition and Management Plans (RAMPs) as well as reviews of real property acquisitions. The SOP relies on the most current regulations and guidance regarding Federal railroad and Federal public transportation program oversight as of the date of publication. Users of this SOP are encouraged to also review the accompanying frequently asked questions (FAQs). 

Project Management Oversight and Engineering

The FRA-FTA Project Management Oversight and Engineering SOP outlines Federal agency staff roles and responsibilities in performing engineering reviews and project management oversight of multimodal-funded projects, including the process to identify a Lead Federal Oversight Agency. FRA and FTA grant recipients will benefit from a coordinated approach to simplify processes and eliminate duplicative, agency-specific requirements. The procedures are intended to supplement existing resources, such as DOT, FRA, and FTA regulations, circulars, grant agreements, and other guidance, and are not intended to establish new or modify existing requirements for Project Sponsors.
